LMHA Breaks Ground on $46 Million Planned Community

(May 24, 2012) – Lucas Metropolitan Housing Authority (LMHA) has scheduled an official Phase I – Collingwood Green Ground Breaking ceremony at 10:00 a.m. at the corner of Division St., and Belmont Ave. on Wednesday, May 30, 2012 to acknowledge the start of construction of Collingwood Green Senior Complex, a 68,000 square-foot senior living complex near downtown Toledo.

The new Collingwood Green Senior Complex — located on the site of the former Albertus Brown public housing development — will include a fitness area, media center and community space. The total cost for the Senior Complex is approximately $12,500,000, which includes building construction costs of $8,876,500.

Rudolph/Libbe, Inc. is the general contractor for the Collingwood Green Senior Complex.

LMHA received HUD approval on April 27, 2011 to demolish the 400 obsolete units in Brand Whitlock and Albertus Brown homes. Demolition of the Albertus Brown Homes was completed on January 18, 2012. The Collingwood Green planned community has a total development cost of approximately $46 million which will include a combination of HUD funds, LIHTC equity, HDAP, HOME, NSP2, AHP, conventional debt and deferred developer fee.

LMHA currently has a total of 2,700 Public Housing Units and issues a total of 4,500 vouchers through its Housing Choice Voucher Program. There are approximately 6,116 residents occupying LMHA properties and 1,087 working families. The Collingwood Green development will encompass 272 units of new mixed-income/mixed-finance rental units, which includes the 65-unit senior mid-rise building and the construction of 7 single family affordable homes (approximately 1200-1400 sq. ft. ea.) with market-rate homeownership options.

LMHA Executive Director, Linnie B. Willis, U.S. Department of Housing and Urban Development (HUD) official, Douglas Shelby, and Strategic Partners: Berardi + Partners, Inc., Boulevard Group, Inc., The Collaborative, Inc., Ohio Capital Corporation For Housing, Ohio Housing Finance Agency and the Red Capital Group are scheduled to attend and/or detail project highlights at the Ground Breaking event. Various other public officials are also expected to be present.
